A village older than most of Nassau.

Valley Stream got its name in 1843, when the U.S. Post Office accepted the name chosen by Robert Pagan, the community's first postmaster, after the Valley Stream brook that runs through it. The village incorporated on February 14, 1925, according to Wikipedia's village history. Developer William R. Gibson started the Gibson section in 1922; its LIRR station opened in 1929.

The Census Bureau's latest five-year survey counts about 13,000 homes. 30% were built before 1940, another 18% in the 1940s and 26% in the 1950s, and the median year built is 1951. Only 8% went up after 1980. 76% are single-family detached and 13% are two-family homes. 79% are owner-occupied.

A pre-war house often mixes original galvanized supply pipe, cast-iron drains and decades of repairs. Galvanized pipe rusts from the inside, so pressure drops slowly over the years. Two-family houses put a second kitchen and bath on the same main drain. We trace the problem before we replace anything.

Gas heat, and a village permit for gas piping.

The ACS shows 68% of Valley Stream homes heat with utility gas and 23% still heat with fuel oil. The village plumbing code (Chapter 63) requires a Building Department permit before anyone installs gas piping or a gas meter, and it says no gas meter may be installed in a garage. Oil-to-gas conversions need new gas piping, so this comes up often. We do the gas line work. We don't sell or deliver oil.

Your water: mostly Liberty Utilities, partly the Water Authority.

The Village of Valley Stream is in the service territory of New York American Water, now Liberty Utilities New York, under its state tariff. Its Lynbrook system serves about 227,700 people from wells in four aquifers. Its 2026 report on 2025 water says caustic soda or lime is added to cut corrosion of household plumbing, and iron is filtered out at 13 of 20 treatment sites. Its service line inventory found some lead and galvanized lines. Part of the village is served instead by the Water Authority of Western Nassau County, which lists Valley Stream as a partly served community. Your water bill shows which.

Sandy flooded the south end.

In 2012, Sandy's storm surge flooded Hungry Harbor Road in the village's "fishhook" and streets in the southwest corner of Mill Brook, the Herald reported. The village Building Department issues floodplain development permits. If your water heater or gas appliances sat in floodwater, have them checked before you relight them. A backwater (sewer check) valve on the house sewer line closes if the street sewer backs up, so sewage can't come in through basement drains. We install them; in the village the work needs a Building Department plumbing permit.

Sewer.

Valley Stream is on public sewers. It isn't one of the six Nassau villages that run their own sewer collection system, so the street sewer is the county's. A backup is usually your house line to the street, not a cesspool.

Permits come from the village, not the town.

All plumbing work in the village, including a direct replacement of an existing fixture, needs a Valley Stream Building Department permit. Applications must be made by a licensed master plumber, and any plumber working in the village must be licensed with the Incorporated Village of Valley Stream. Homeowners can't do their own plumbing or electrical work. (Village Hall, 123 S. Central Ave.)

Questions

Valley Stream plumbing FAQ

Do you cover all of Valley Stream?
Yes, all of ZIPs 11580 and 11581 inside the village, including Gibson, Mill Brook and Hungry Harbor, plus North Valley Stream and South Valley Stream.
Do I need a village permit to replace a toilet or water heater?
Yes. Valley Stream requires a plumbing permit for all plumbing work, including direct replacement of existing fixtures, and the licensed master plumber files it.
My water pressure keeps dropping. Why?
In a pre-1960 house, original galvanized supply pipe is a common cause. It rusts shut from the inside. We'll check the pipe and main valve and tell you what needs replacing.
I'm switching from oil to gas. Can you run the gas line?
Yes. We install and repair gas piping for heating equipment, water heaters, ranges and dryers. The village requires a permit for gas piping and won't allow a gas meter in a garage.
There's water bubbling up at the curb. Who do I call?
Your water supplier, for anything on its side of the meter: Liberty Utilities at 1-877-426-6999, or the Water Authority of Western Nassau County at (516) 327-4100 if your bill comes from the Authority. For your side of the meter or inside the house, call us.
Can a backwater valve keep sewage out of my basement?
That's what it's for. A backwater (sewer check) valve goes on your house sewer line and closes when the street sewer backs up, so sewage can't flow back in through floor drains and low fixtures. It has to be kept clear and checked from time to time to keep working. We install them. In Valley Stream the job needs a village plumbing permit. Call (631) 644-2084.
When can I reach you in Valley Stream?
We answer calls 24/7. We're open Monday through Saturday and closed on Sunday. Call (631) 644-2084.
